Telling crew to stop repairing

Hi all. I have a level-2 cockpit that has 1 bar of damage. My pilot is repairing the damage. It looked like this resulted in a decrease in my dodge change (presumably because the pilot was not piloting). Is this a thing, and if so, is there a way to tell him to put down the toolbox and fly the ship already???

I know I have to do 2 achievements, but how do I get the burning crew on your ship? I've already done the Defence Drones Don't Do Danything.

I beat the game without a shield system on hard. I did find a Zoltan Shield Upgrade, but I think it still counts. Augments were Pre-igniter, auto-reloader, and zoltan shield.
