Did people forget that hacking shields is better then hacking piloting in nearly every situation?

I've been watching a few people play FTL on twitch lately, and I've been seeing a ton of people in chat telling streamers to hack piloting on the flagship instead of shields, and it's been bugging me because it's really not what you should be doing most of the time. Now I say most of the time because there is a situations where a piloting hack can be better, but I'll get there.

Lets just take the situation where you're on the flagship with level 3 hacking. You should ALWAYS hack shields, not piloting. The evasion of the flagship from phase 1 - 3 is 20%, 25%, and 38%. On phase 1 for example, missing just 2 shots of your volley means you hit a 1/25 chance. To miss 3 it would be 1/125, less then 1% odds. To miss 4, the same number you'd sacrifice by hacking piloting, it would take a 1/625 chance.

So unless you're counting on getting the 0.01% chance of missing 4 of your shots, hacking shields is strictly better. You'll be hitting far more shots, and it will allow you to do a ton more burst damage to single system. With the setup I mentioned for example, you could take down piloting and a good chunk of shields in your first volley, shorting the fight drastically. If you were to hack piloting there's a good chance you wouldn't be able to do enough damage to shields and they could repair it during a cloak. You could take out cloaking but you would be wasting a lot of shots and you'd be waiting for hacking to come back up.

So with hacking shields here, you could just shoot at say, cloaking and shields first, then for your very next volley would only need to go through 1 or 2 levels of sheilds and with no hacking to worry about. It makes each phase FAR shorter, which drastically lowers the chances of say, missiles hitting your weapons.

Even on phase 3 where the evasion chance is a whopping 38%, you're still looking at a 2% chance to miss 4 shots to match the piloting hack.

The place where you might want to hack piloting, is when you have level 1 hacking. Staying with level 1 hacking does save a good chunk of cash, and if you had only gotten hacking late in the run you might not be able to afford level 3 or 2.

Even if you have level 2 hacking, you can hack shields and take out 3 of the 4 levels, meaning that you still would need to miss 3 of your shots (a 1/125 chance on phase 1) to match the damage of a pilot hack. If you're on level 1 the argument becomes a lot less cut and dry, but I could see why you'd want piloting.

TLDR: Hack shields if you can afford level 2 or 3 hacking, your DPS will be better. If you're on level 1 hacking, piloting isn't a bad option.

    Pure, unfiltered idiocy.

I had one of the best runs in my entire time playing the game, free BL2 in sector 1 giving me two BL2's, two Flak I's, two shields, level 2 cloaking and hacking by sector 4 thanks to the scrap recovery arm. I was INVINCIBLE, until an ion storm boarding event. My crew took care of them easily but I failed to account for one thing. THE ION STORM TOOK THE O2 SYSTEM OFF. I sat confused for about a minute as the oxygen drained out of the Kestrel. By the time I realized it was too late, all but two crewmen were dead. In rage against the game but mainly myself I immediately exited to the menu and started a new run. What makes this even more infuriating, heartbreaking actually, is I wanted to write a fan fiction based off of this run. I'm literally red with rage, I'm so through.

Is the flagship supposed to be able to completely recharge its zoltan shield a second time?

I was so, so close to winning. Two hull points left on the flagship and weapons almost charged up. Then, suddenly, without any warning, its entire zoltan shield was back at full hp. So I lost. Is this supposed to happen? I don't think I've ever seen this before despite having beat the flagship about ten times now.
